deploying vb.net apllications

I have an application build under visual studio .net 2003 that requires .net framework installed in order to run. Now I want to deploy it on a cd so if the client uses an windows 98/me/2000/xp os without framework it will install it automatically when the cd is inserted. However if framework is installed i want the application to run directly from the cd without running the .net framework installer.
