Is there a standart .net api that provides a native .net layer for SNMP application management or the only way is pure protocol level programming?
Do some manufacturers of instrumentalization software provide custom libraries for this purpose?

There is no native API, but the free library that pops up at every turn is Malcolm Crowe's SNMP library for .NET. See <http://www.c-sharpcorner.com/Code/2002/Sept/SnmpLib.asp> for more details.
