Detecting Dial tone using Tapi 3.0

Hi
      How can we detect whether a telephone line is having Dial tone?  I am using VB6 and Tapi 3.0  
   
i use the following code to make a call

'------------------------------------------------------------------------------------------

        Set objCallControl = objAddress.CreateCall(sTeleNo, LINEADDRESSTYPE_PHONENUMBER, TAPIMEDIATYPE_AUDIO)
        Call objCallControl.Connect(False)

      '            sTeleNo carries the Telephone  no to be dialed
      '      objAddress is  ITAddress object
      '      objCallControl is ITBasicCallControl object

using this i am able to make calls but i need to make sure line is having dial tone before making a call.
Any idea ?
