Server refuse socket connections

We got a windows 2003 server running IIS and tomcat.
It has a program accepting leads into a MS-SQL database
it seems we can get about 20 leads per second.  Our partner is sending many more and get

" Warning: fsockopen(): unable to connect to 107.99.30.10:8580 (Connection refused) in /home/amit/post_survey_data/post_test_data.php"

How can we increase the number of socket connections our server can handle?
