hello..
is there a 3rd party program for ISA Server 2000 which can help me determine a bandwith for each user ? ..
user download , upload  ? ??

I use GFIwebmonitor it plugs into ISA, but it might not have all the functionality you are looking for, they have other products for ISA also.  Download it and check it out, its free =)

but its not useful for bandwidth controlling . .
i have dealed with a program called "bandwith controller" .. but its so so bad !!
