Hello idjonline =)

If u dont have data on the hard drive and ready to format it, then insert the WinXP CD, set the boot order in BIOS to boot from the cd first, restart and press any key to start the WinXP setup, follow the instructions, format C: drive and it will install XP on it :)

and if u have data, then u need to take out the drive and have to slave it in another working system to backup data to the primary drive of the other system, once u will copy data u can hook back the drive and can format it for installing XP :)

Otherwise if u want to keep 2000, then u can try some suggestions here to solving this problem :)
