Webpage link doubled.  Links no longer work

I have a Citrix server farm.  On one of my Citrix servers, users shortcuts on their desktops to webpages are screwed up.  For example, if they have a shortcut to http://webpage, when they click the shortcut, it tries to goto

http://webpage/%20"http://webpage/"  and the page load fails out (obviously)

As you can see, it looks like it is doubling the link.  Any ideas???

Does this happen to new links as well?  Does it also happen to links that are not saved on the desktop?

Are they shared links on the All Users desktop, or individual links for each user's profile?

It happens on new links as well.  It is a combination of shared links and individual user profiles.

If I look at the properties of the link, it displays correctly.  http://webpage

It sounds like the default launch setting for IE may be a little screwed up then.

In windows explorer, click Tools - Folder Options.  Then click the File Types tab.  Scroll down to URL, highlight it and click Advanced.  Then Highlight Open and click Edit.  Check to make sure the path is as follows:

rundll32.exe shdocvw.dll,OpenURL %l

Also, check the HTM extension in the same fashion.  Mine looks like this:

"C:\Program Files\Internet Explorer\iexplore.exe" %1

I have verified and I have exactly the same settings.  Does anyone else have any ideas....???
