SMTP sink to act on NDR email

We have a genuine non-spam maillist (in Australia where spam is now thankfully illegal)
Bad email addresses and domains are crushing the smtp server
I need to unsubscribe or notify the list owners of NDR email
We send from IIS5 virtual smtp server (no exchange installed)
I need an event sink to

check 'from' field on NDR generation (on arrival? does an NDR 'arrive' in virtual smtp server from virtual smtp server)
check body for matches (user invalid, user unknown, unknown domain etc)
edit database (I can do this bit)
drop delivery if first two conditions met, otherwise deliver

I would love it to be vbscript registered into the onarrival event sink for smtp for iis without exchange.

Will this work (does the NDR get sent back again via virtual smtp server)?
Can anyone provide code for the non-database bits?

As you want to drop message delivery, you need to create a OnPostCategorize event sink. It means you can not use vbscript, only C/C++.
