Quark 4 doesn't like being installed from Classic mode. Boot into OS 9, and install Quark 4 from there. When running Quark you will also want to boot to OS 9 because Quark has serious issues running in classic mode.

if i install OS 9 with Quark Express and then upgrade it to Quark Express 4. Can this be done?
OS 9 is already installed. You can do whatever you like with Quark as long as youre booted into OS 9. Do that by going to your System Preferences and changing the Startup Disk.
