Exchange 2000 and Veritas restore

Hi

I am running exchange 2000 on a W2k using veritas 9

I had a Exch srv crash, i formated and reloaded, now i need to restore my mailboxes. I am restoring one mail box at time, initially just to test the restore. The restore starts, the "percentage complete" gets to 99% very quiclky and then the restore stops. The "byte count" stays a 0 percent. The job then fails and the error message is "Access is denied". We are logged on as the system administrator. We have given the Sys Admin full rights to that person account and mail box. We made the user a Sys admin. We did have some users mail boxes restore to 99% with data been moved to their mail boxes, but most dont.

I am using this method of restore as i have had major issues, and this is getting us the furtherest.

Why don't restore directly the information stores Files ?
