Customize option under View>Toolbars in new mail message window is greyed out, how do I enable this option

I am trying to get access to a digital ID and encryption certificate I have on my computer to use in sending emails via Outlook.
However, the instructions they provide say to open a new mail message and on the Menu bar select View>Toolbars>Customize and the Customize option is greyed out and unavailable.
I am running Outlook 2002 (XP) on a machine with Windows2000 for which I have local Admin rights.

What needs to be done to enable this option?

    Hi mdwebneck,

    possibly because word is used as the default email editor

    open outlook
    go to tools --> options --> mail format
    and uncheck "use microsoft word to edit email messages"
    press OK

    Now check if you can customize under view --> toolbars
