I try to set up phpgroupware this massage occure   lang_cookies_must_be_enabled   what should I do

As on what I could find on the internet using google, it seems that the message actually is:
{lang_cookies_must_be_enabled}

These parentheses indicate that {lang_cookies_must_be_enabled} is a part of a template system. (probably a template variable)

{lang_cookies_must_be_enabled} isn't actually the error, it ought to replaced by some custom message. The problem is, that the system does not know, with what this variable should replace.

As I am not that familiar with phpgroupware and the online documentation

There should be a file called "pwg_LANGUAGECODE.lng" in one of your phpgroupware directories, where you should replace 'LANGUAGECODE' with the language you are using:
- pwg_en.lng for english (could be something else though)
- pwg_nl.lng for dutch (could be something else though)
- pwg_de.lng for german (could be something else though)

Hope to somewhat given you a clue at what could be the problem.
