How to construct drivers for Windows so as to monitor folders or files before and after Winlogon

Require knowledge about File/Folder/Registry Monitoring *xd Drivers which load before winlogon. Drivers as per setting allow/disallow creation/ deletion/copying of files/folders. Is this possible on Windows

    Possible yes.. Easy No.. If we ignore all of the 9x/ME world (as I'm not sure about them) I would suggest you look into the "Native API".  This requires the DDK from MS and it has to be written in C/C++ but one can create a driver as such.  Be forewarned, it would be VERY easy to make a mistake and render the machine unbootable.
