Method to design vb.net

Hi,

Currently I'm doing system using vb.net and ms sql server. What makes me confused is, I'm not sure what methodology do I have to use, I heard that vb.net is fully object oriented, but if we develop in structured way is it still consider object oriented programming? In order to develop object oriented we have to include class right?

I need to know this because I need to decide whether I will using DFD or UML to design my system

Anyone have any idea, thanks
