Help adding cab files to MSI installer package compact framework

I'm having difficulty including a 3rd party cab file with my msi package for the pocket pc. I've included the file in my setup package and referenced it on the cab file line in my setup.ini file
CabFiles     = PocketInvPro_PPC.ARM.CAB,PocketInvPro_PPC.ARMV4.CAB,

However when executing the installer from the desktop the app fails to load on the device specifying that the needs to be installed on the device for the application to work. I must be missing a step and am hoping you experts can help me out
