How to open ports via ipsec

Hello Experts. I'm using a dedicated windows 2003 server from www.1and1.com. The package comes with some preset security settings on ipsec--mainly that opens ports for web & ftp, and remote desktop connection. But, in addition to those ports, I need to open ports 9999 & 8082, for a couple java chat server jar files to use.  I've spent countless hours trying to figure out how to open those ports, without any success. I hope there's an Expert here that will be kind enough to educate me on this.
