Upload Issue with Server 2003 and changing AspMaxRequestEntityAllowed

Ok, I know that there is an issue with this and I need to change that variable in the metabase.xml file to accept larger files, but I'm having trouble.  I can't get it to change the value.  I stop IIS and edit that line and then I can't restart IIS.  I change the property in the server to allow changes to the metabase.xml file while IIS is running and the changes do not stick.

Maybe there is a way to do it within code?
