How to prevent multiple Outlooks from opening

We're using a custom app for Outlook that breaks if more than one outlook.exe is running.  Is there a way to prevent Outlook from opening multiple times?

My end users aren't very careful about checking to see if it's already running. We're running three different versions (2000/2002/2003).

    Check this info

    Try to give outlook.exe /recycle and see if it would avoid opening multiple outlook
