Exception list for XP SP2 via AD GPO

Is there a way to push out a XP SP2 firewall program exceptions list to a group of computers via Group Policy?

I've updated the .adm files in AD but have been unable to locate an area to specify programs to add to the exception list.

In the end, I'd like Outlook to be added to everyone's exception list due to some erratic behavior (found in other posts).
