I'm not a native English speaker, what does that specification mean? The context is a course for Component Based Design...

I may not be accurate in the meaning of the phrase in that particular context, but I will try to help.

The pharase means just what it means. "Quality models for evaluating organisations"

It talks about methodologies that are available at your disposal to find out the strength/weaknesses of an organization as far as quality is concerned. It may mean stuff like ISO and Six Sigma or it may simply be a collection of documents pertaining to day-to-day operations to streamline the work.

In your context it may mean - Recommendations that help you conclude what component design would be optimum for your particular client.
