windows 98 install

I'm doing a fresh install of Windows 98 to a SCSI hard drive. The hard drive went through fdisk and format successfully. The setup procedure hangs during the hardware detection phase with about 13 minutes left on the install. I tried shutting off the pc and restarting but this produced no results. Any help is appreciated.
