Build my own Napster:  Are there 3rd party technologies I could buy?

I have a client wanting to build a napster-types site.  Payment for music downloads, etc.  We are looking to integrate a download/data engine for this if one exists.

I was thinking that some PHP/.NET/asp  guru out there has probably written this entire thing, and I just can't find it.

I came up rather empty on a Google search.

    okey there is kit to develop this kind of software from MS. I have never used it but it is there.
