System Tray Icon Visual Basic How To Detect Taskbar??

I have a program that runs as a service that will load the front end to the service and put a small icon in the system tray, problem is when the service starts there is no system tray.  when you logoff the systray icon is also destroyed.  I need a solution to this that does not involve timers as they are not reliable.
