Copy domain users?  From an NT 4 domain to a 2003 domain?  Use the Active Directory Migration tool  (ADMT) included I believe in the support tools folder on the 2003 CD.

If you're not talking about a domain, then you can't really do it.  Users have specific Security and Globally Unique IDs (SIDs and GUIDs), and those cannot be copied.  Permissions wouldn't follow.
