CDRW drive prevents operating system recognition

I am trying to determine if a CDRW drive is bad...I took a known good one out of a PC an plugged this one in exactly the same way...No matter if I put it on IDE2 or as a secondary on IDE1 it prevents the operating system from being found.  Am I correct to assume that the drive itself is bad?  I am using WinXP Pro.

That seems like a good indication that the drive is bad - fortunately, they don't cost that much to replace.
