CVS - Change file in existing tag

I have a branch is called X-B-1-0 and a tag on this branch is called X-REL-1-17. After few weeks I have modified some files on the branch. Now I need to change one file on tag X-REL-1-17 but I do not want any changes from branch to tag X-REL-1-17, only one file to tag X-REL-1-17.
Could someone help me to change a file in X-REL-1-17 tag?

cvs rtag -f -r <existing_tag> <new_tag>   [file | directory | module]
