Startup the listener:
c:>lsnrctl start

Look if the ORACLE_HOME variable in Registry points to a valid set of Oracle software.

Startup the instance:
c:>sqplus /nolog
SQL>connect sys/password as sysdba
or
SQL>connect / as sysdba
SQL>startup

alert<SID>.ora is in the admin directory pointed by the ORACLE_BASE variable.

Your instance hasnt been 'created'

Before starting it up, you will need to start the service OracleService<SID>, and then start the instance if it doesnt start automatically - schwertner's code should work fine.

Your alert log will be found wherever the background_dump_dest is set to in your init.ora/spfile.
or if you get your instance started, from SqlPlus
