Static scroll box

I want to display some data on a web page but the area I want to use is limited.  I would like to use a static box with a scroll bar.  I DO NOT want the box to scroll automatically.  I do want to be able to set the background color and use rich text  - possibly graphics.  Basically, the only thing I want to see is a scroll bar.  The rest of it will just blend into my page.   I know such a JAVA script exists out there.  Can anyone tell me how or point me to such a script?

use css and a div

stuff<br>morestuff<br>again<br>even more stuff<br> this is a really long line of text that should force a horizontal scroll<br>does this work for you?

use
overflow-x for a horizontal only scroll or
overflow-y for a vertical scroll
