Clients Can't Download OAB

Whenever I use Outlook to try to download the offline address book via
tool -> send/recieve -> Download address book
i get teh following error...
Task 'Microsoft Exchange Server' reported error (0x8004010F): 'The operation failed. An object could not be found'
I have tried to 'rebuild' the offline address book and then stop and start the Information Store service but this didn't do the trick. I read about redoing the 'system folders' Is that what I should try next, and what all is that going to screw up if I do do that?
Im running exchange server 2003 and most clients are using outlook 2003
