Relay Error on forwarding to smart host

After several months of headache, we decided to forward all SMTP mail to our ISP's Smart Host. However, as soon as the email goes out, we get an NDR

< #5.5.0, 550, relaying to <address> prohibited by administrator>

    This error is coming from the ISP's server, you apparently do not have permissions to relay.  If you are supposed to be able to relay, you will need to contact the ISP to find out what the problem is.
