Disabling Shutdown

I want to disable or delete the shutdown in Start Menu in Windows 2000 Professional.  Is this possible?

    Registry method,

    Disable/Remove the Shut Down Command

    Start / Run / gpedit.msc
    Open Local Computer Policy / Computer Configuration / Windows Settings / Security Settings / Local Policies /
     User Rights Assignment / Shut down the system

    If you are not on a domain :
    Double clic and remove the groups or let the groups who can shut down the system.
    If you are on a domain this setting is overwritten by the policy's domain.

    The account then can only log off the system.
