AD Snap in

I have delegated changing of passwords to a person now I want to install just the AD snapin as a desktop icon for easy access.

How do I get or download the AD users and computers or what ever onto their desktop.

I tried the adminpak but that installed everything in admin tools, I just want the AD users and computer.

I looked at mmc snapins on the local machine but couldn't find the domain AD user and computers snapin.
