New Hard Drive - Windows Protection error

I am installing a new hard drive.  I have an upgrade to xp and I have the Windows 95 disk and 98 and xp so I started with the Windows 95 disk and got to the end and when it shut down to restart I keep getting the message...

While initializing devise IOS Windows Protection error.  You need to restart your computer.  

I restart and it comes to the page to select Normal, Safe Mode, etc but no matter what I do I keep getting the above message - any ideas?

Is the new hard drive empty? Is it partitioned and formatted? If so, why are you starting with Win95? If the 98 disk is a full install OS you can just upgrade from 98 to XP.

The windows 95 is a full version but the 98 is only an upgrade - I realized that I can just go from 95 to xp so I did.. Thanks for the info - I'll check it out...
