Sending email from excel with vba will not complete with Outlook closed

I have a vba sub which sends a email when selected by user. The email runs and sends as expected as long as Outlook app. is open. If Outlook is closed the process will not complete. Looks as Outlook is started under Windows task manager, but will not complete.
