XP's backup tool cannot backup directly to CD.  You'd have to backup to a file on the hard disk first, then use CD Burner software to burn the BKF file to a CD.

Using the backup tool, tell it to backup to a file called C:\MyNovember2004Backup.bkf

After the backup is complete, use Roxio Easy CD/Easy Media Creator or Ahead Nero (or whatever CD Burning software you have) to backup the file c:\MyNovember2004Backup.bkf
