Taskbar's toolbars are disabled

My taskbar's toolbars, such as Quick Launch, and Windows Media Player have been turned off, and I the options for enabling them in the taskbar's context menu have been disabled.  Any ideas as to what the problem might be?

If the above doesn't explain it:  This could be a problem with viruses/trojans/spyware or other malware. Some free online virus scanners:
