Uploading Images to server, users are denied access to file without login

I am currently running Windows Server 2003 Web Edition, whenever I upload a file via ftp in Internet Explorer or through a cold fusion web page using ftp, after the file uploads, it has new permissions set so only the administrator and an ftp account can view the files, otherwise everyone else has to enter a username & password to see it. I would like all internet users to ba able to view the images I am uploading, any suggestions?

Oh geez, that was simple. I was uploading to the ftp folder then I had cold fusion moving the files to the wwwroot and I guess I never even thought about checking the permissions on the ftp folder. I changed them and it works. Thanks for the suggestion!
