Windows 2000 server licensing question

I have a small network of barcode scanners the scanners interface to the network via a serial to Ethernet adapter. Each Ethernet device has a static IP address. I plan on using Windows 20000 server. My question is; do I need to purchase a CAL/ license seat for each of the scanners? The Microsoft documentation isn’t very clear, in some places it says a CAL is required for each authenticated user and in others it says per connection.

    Peripheral devices do not need CALs to connect to a W2K network.   MS licensing is pretty nasty at times, but they don't yet ding us for every printer, scanner and other peripheral on our networks   ;)
