Downloading part of file. (Starting "from middle")

I was wandering if it is possible to download only a part of some file, but not starting from the beggining.

For example: If there was a file on the location w  which is  34.323.545 bytes long.
Can I download let's say only 656 bytes starting from the location 15.223.656 and save it as a separate file?

OK. It doesn't have to be VB code. If there is some application which can do that, it will serve as well, but I would prefer VB code.
