Service not showing up in Win2k3 sbs setup as Domain controller

Trying to install a program on a win2k3 sbs server setup as a domain controller.. The service for the program will not even show up to start it... The software vendor says it has something to do with local adminstrator vs domain administrator ... that in order to start the service i have to be a local administrator on a domain controller ...

    then it will be impossible to start or install the service on a DC.
    The "local Administrator" account does not exist any more on a DC.
    Yo have to install it on a member server.
