I am wondering if anyone has any good resorces on programing a printer driver?

The best resorces on programing a printer driver for Windows platform you will find in Windows DDK (Drivers Development Kit) (http://www.microsoft.com/whdc/devtools/ddk/default.mspx) and MSDN Library (http://msdn.microsoft.com/library/en-us/graphics/hh/graphics/DispPrnt_1562ba4c-962a-4944-b7c0-9d8d68d843c9.xml.asp)

DDK Samples and documentation would be best on Windows Platform. On windows platform, writing a printer driver would many a time just require a GPD file to be written. Since you want to write a Virtual Printer Driver, I would suggest take a look at "Toaster" sample in DDK

Is there any way to get the DDK w/out getting an MSDN Subscription, or ordering the cd?

I don't think its freely available for download like Platform SDK on Microsoft site.
The DDK FAQ on http://www.microsoft.com/whdc/devtools/ddk/ddkfaq.mspx says -

Q: How can I get the Windows DDK on CD?
A: The Windows DDK CDs are shipped by:
• MSDN. Universal or Professional level MSDN subscribers will receive DDKs in the quarterly shipments.
• Order the Windows DDK on CD
