Fail to backup system state with veritas 8.6

Any idea WHY does back exec ver8.6 running on a local media W2K server sometime fails to backup the System State folder on the same machine  saying that "administrator priviledge are required" when days before worked fine and the same domain administrator account has been used all the time????

You might have to rename a file in the Backuo Exec directory. I think it's called Bewinui.uni.  Stop all BE services.  Find that file, rename it ot Bewinui.old, and then restart the BE services.  Try to do a test run, you will probably need to re-enter all usernames and passwords.

I can't access the Veritas website for some reason, and don't have all the details, but this has worked for me in the past (like 1 year ago).
Is the agent running as LOCAL SYSTEM?
Is this the same job, just scheduled for a different day?
