Serial Interfaces down/down

I have a cisco 2600 router.  For some reason my serial interfaces are down/down
Even if I am not connected to the LAN I should still get an Up/Down state
I did a 'no shutdown'
and 'no keepalive'

What could be causing this.  Everything looks fine.  My fastethernet interface is up/down, and that is normal.

What are you connecting the serial interfaces to? Unless you have Carrier detect signal from something, the serial interfaces will always show down/down

What is an easy way for me to test the status of the interface without interfering with anything else?

How do I ping between interfaces on a router?  

What is the best way for me to test the functionality of an interface to make sure it is up and running?   Serial and Ethernet Interface....

No real way to do that with serial interfaces...

Plug the Ethernet port into a hub/switch, plug the serial port into something - modem, CSU/DSU, etc..
