language "plpgsql" does not exist

I am trying to write a function in postgresql and I keep getting the error: language "plpgsql" does not exist.  I have type in createlang cs442 and added 'Language plpgsql to my function but I am still getting the error.

Can someone help please.

createlang --help

gives you the options.  You need to run createlang using account which has database superuser status ie usually postgres.
database process postmaster needs to be running
try
createlang --dbname=cs422 --username=postgres -W  plpgsql
