Enable remote desktop remotely

Is there a way to enable Remote Desktop either through GPO or some other remote/automated method?  Is it just a registry setting or something more?

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Are you talking about the computer you want to connect to? if so it is a service that can be started automatically upon startup just bring up services and selecting auto startup for the terminal service

Yes, I want to be able to use Remote Desktop on domain PCs (connect to them remotely).  The terminal services service was already started and set to manual, I set to automatic and rebooted.  I still cannot connect to that PC through Remote Desktop.
