What would I need to do to setup the remote control of a Windows 98 SE workstation using an XP workstation?

You need some kind of remote control software.

TightVNC is free - www.tightvnc.com
PC Anywhere - available from Symantec, not free
Timbuktu - available from Netopia, not free
Dameware - not sure, never used it.
