in this scenario, they have used in addition to a 3640 router, a PIX and 2 VPN concentrators....All i have is a 1760 router.  Is this possible with 1760 alone?  If so, what feature set would i need..I currently have an "IP only" feature set.

You need the IPSEC feature set.
The config for the 3640 router will be identical to a 1760 router...

there are several version that include IPSEC ( IP/ADSL PLUS IPSEC 56, IP/ADSL PLUS IPSEC 3DES, IP/ADSL/FW/IDS PLUS IPSEC 3DES ) which one exactly do i need. I have 16 MB flash.

Depends on the level of encryption you need/ are allowed. 16 MB flash is fine, the DRAM may need an upgrade 48 is the minimum requirement but you may need more depending on your routing table size etc.

why is is that the latest IOS with IPSEC is a 12.2....I am currently running a 12.3...Is this ok to downgrade in this way?

lrmooreCommented:
IPSEC is also available in all 12.3 versions
IP/ADSL/FW/IDS PLUS IPSEC 3DES
Problem is that 12.3 requires minimum 32MB flash

If 12.2 is the only one you can get that fits on your flash, that is all you need..
c1700-k9sy7-mz.122-13.T14.bin IP/ADSL PLUS IPSEC 3DES
Requires 48Mb DRAM, 16Mb FLASH
