Communicating between two programs over the internet

Hi all,
I would like to write a program that can query another program on a server for some information, sending a username and password.

The program on the server would then get the information and send out a reply

The local program would acknowledge the reply

The connection would close.

Is Winsock the best way to do this?
Or is there a different object that I should be looking for?
Any code tips or pointers to webpages that will help gratefully received.
