As far as I know regarding the qualifications required, you will need to have a good understanding in the information systems field and preferrably practised or at least have experience in it. Formal qualification of university degree is not necessary although it's better. In m personal opinion, in Information systems, experience counts more than the theories you learnt, because often theories and practicals conflict with each other. It also depends on the data mining software you looking at, for example if you would like to implement SAP ERP, you will need to go on to a SAP ERP training course and pass the exam in order to get certified and sell and implement the SAP ERP. However some other ERP vendors does not require you to be certified to implement their software, as long as they trust you and you know what you doing. And this should apply to Data mining as well.
Hope this help :)
