Make sure that the Apache (HTPServer process) is running.

It assumes that I am running  Apache Web Server on the same host as databases .
I am not... Is it possible to use iSql*Plus without Web Server running?

No, it needs Oracle Apache (HTP Server) with a set of CGI scripts.
